Shower Pans in recessed showers
FPC 417.5.2 Exception #3 has been removed, therefore my question is a shower pan or a bonded water proof membrane now required in a recessed area for a shower receptor or is the recess a prefabricated receptor.

I receive a code interpretation on this code. Yes a pan is required.

I am an Inspector at the City of Boca Raton . I am at odds with this code as well.
417.5.2 shower lining / exception 3 is still there and under  Plumbing code residential  2709.2 it is not there so seems in residential that exception does not apply.
However in the Commercial side under 417.5.2 shower lining if it is on the first floor and is monolithically poured all sides / does it mean it shouldn't be pitched to the drain. and so water will remain trapped in the subfloor creating a moisture and mildew problem?
